Training, Monitoring and Evaluation (M&E) Officer

Type of Contract: Fixed Term Contract
A local women’s rights organization is looking for suitable candidates to fill the following post.

Duties and responsibilities
Support all M & E initiatives for assigned grants/projects including motoring data quality, tracking the progress of activities and contributing to staff capacity building initiatives as necessary; Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and time frames as relevant; Setting up the system; Develop the overall framework for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems; Review the quality of existing data in the project subject areas, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation; Develop baseline data for each project component and for all project indicators; Develop a plan for project related capacity building on M&E and for any computer based support that may be required; Organize and undertake training with collaborating partners on M&E as required; Develop and strengthen monitoring, inspection and evaluation procedures; Monitor all project activities, expenditures and progress towards achieving the project output; Recommend further improvement of the logical framework; Develop monitoring and impact indicator for the project success; Monitor and evaluate overall progress on achievement of results; Support monitoring and evaluation of the effects and impact of the project.
Implementation of M&E and coordination: Collect data on a regular basis to measure achievement against the performance indicators; Support project progress reporting, project mid-term review, and final evaluation; Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required; Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
Data Management and Analysis: Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results; Suggest ways to facilitate data collection and the flow of date within the program field teams; Identify strength and weaknesses in existing data collection and management systems and propose solutions along with the M&E Manager.

Qualifications and experience
Degree in Monitoring and Evaluation, Statistics, or any other related qualification; At least two years’ experience working conducting Monitoring and Evaluation; Good MS Word, Excel and PowerPoint skills are a must.
