MAIN PURPOSE OF THE JOB
Reporting to the Head of Revenue Operations, the purpose of the job is to lead, enforce and administer the Vehicle Licensing Function and associated revenue streams, systems, and procedures for the attainment of set revenue targets. The incumbent will oversee all vehicle licensing operations and channel distributions including ZINARA offices, Insurers, Banks, ZIMPOST and agents operating the vehicle licensing system country wide. The incumbent will ensure efficient and effective vehicle licensing revenue collection and assurance to guarantee maximum accountability and customer satisfaction to enable realization of ZINARA's legislative mandate.
DUTIES AND RESPONSIBILITIES:
Administers and enforces the Vehicle Registration and Licensing Act CAP13:14 and related legislation Recommends appropriate actions and strategies to effectively collect revenue through all distribution channels including ZINARA offices, Insurance Companies, Banks , ZIMPOST and other agents.
Partners and liaises with law enforcement agents such as ZRP and Municipal Police to increase vehicle licensing compliance rate.
Manages vehicle licensing database in collaboration with the Central Vehicle Registry
Maintains effective communication with agents and system vendor to ensure flawless revenue collection.
Carry out regular checks on vehicle licensing facilities to ensure proper functioning of systems and other critical operational equipment.
Recommend and implement approved ICT system solutions.
Control presumptive tax collections nationwide
Manage staff motivation, performance appraisal and discipline to ensure a highly dedicated Vehicle Licensing workforce
Develop and maintain risk register.
Keeps stakeholders informed of critical operational changes and developments.
Participate in coming up with allocations in the budget formulation process to ensure adequate resource allocation for the department.
Maintains ZINARA offices hygiene and housekeeping standards
EDUCATION, PROFESSIONAL QUALIFICATIONS AND WORK EXPERIENCE
Degree in Accounting, Banking, Business Studies, Fiscal Studies or equivalent
Relevant Professional Diploma
Master of Business Administration or equivalent
Working knowledge of the Vehicle Registration and Licensing Act and related legislation
Proficiency in financial control systems, analysis, and design
5 years Revenue Collections, Vehicle Licensing or Banking Systems experience of which 3 should have been at Senior Officer or Managerial level
Outstanding !CT and interpersonal skills
Clean Class 4 Drivers Licence
